Autonomous platforms require continuous AI inference for navigation, obstacle avoidance, target identification, and multi-agent coordination. Degraded communications require on-board intelligence that can execute mission objectives without continuous human-in-the-loop control.
At 10 m/s (typical UGV speed), a 50ms perception-action latency means the vehicle has moved 50cm before acting on the last sensor reading. The perception-action loop — sense, classify, plan, execute — must complete within the physics of the platform's operating speed. This hard constraint rules out any cloud-dependent inference architecture.

The Penalty Stakes
- Appropriate levels of human judgment: DoDD 3000.09 requires that lethal autonomous weapons systems allow commanders to exercise appropriate judgment over use of force. Non-lethal autonomous navigation does not carry the same restriction.
- Chairman CJCS review: Semi-autonomous and autonomous weapons systems that select and engage targets without human action require SECDEF/Deputy SECDEF approval.
- Laws of armed conflict (LOAC) compliance: AI systems must be designed with safeguards ensuring LOAC compliance. This requires interpretability and override capability that many commercial AI systems lack by design.
- Test & evaluation requirements: AI in autonomous systems must be tested against adversarial conditions and failure modes before operational deployment. The test regime must characterize behavior outside training distribution.

Cloud-dependent inference architecture is ruled out by the physics of the perception-action loop. Sub-20ms to sub-100ms inference latency is required depending on platform class, with mesh coordination for swarms greater than 3 platforms and no central dependency permitted. Communications-degraded environments require full on-board autonomy.
